Marysville-Del Paso Boulevard is moving "Forward Together" with adopted community-engaged action plan
Sacramento (May 3, 2024) - The Sacramento City Council on April 30 unanimously approved the Forward Together Action Plan, a community-engaged initiative that outlines priorities aimed at enhancing the quality of life and fostering economic growth opportunities for residents and businesses along the Marysville-Del Paso Boulevard corridor.
“District 2 has been historically disinvested, now it is time to change this,” said District 2 Councilmember Shoun Thao. “This is just the beginning, and this plan is a catalyst to more investment into the community.”
In the works for over two years, this community-engaged effort involved 100 outreach sessions to businesses and community members, outreach events, and one-on-one conversations to compile and identify priorities from diverse residents and business owners in the area. They received over 400 survey responses and over 300 responses from community questionnaires.
This plan is unique in that it was informed by a committee of “community advisors” from the area, officials said, selected through an application process. The advisors played a critical role in sharing community perspectives, knowledge, and brainstorming potential actions for change. The group will also be involved in helping shape the implementation of the action plan.
Key parts of this plan aim to improve the quality of life for diverse populations in Marysville-Del Paso Boulevard commercial corridor and surrounding neighborhoods. The plan details meeting the specific needs within District 2, including investment levels and timelines to help advance actions to meet these needs.
The action plan focuses on the following priorities:
Live – create and preserve affordable housing and home ownership opportunities for residents.
Work – foster and retain businesses that provide good job opportunities and career growth for workers in the community.
Shop – create an inclusive retail corridor that meets the various shopping and entertainment needs of the community.
Experience – foster inviting spaces and experiences where residents, workers, businesses, and visitors can gather.
“This action plan was truly created by a team of community leaders and partners with a common goal of developing a plan for the betterment of this corridor,” said City Associate Planner Fatima Malik. “We are looking forward to taking the next steps for implementation.”
The action plan will kick off this summer with an initial investment of $500,000 from the City for a grant program. An additional $200,000 has been dedicated to the grant by the City’s Office of Arts and Culture to enhance investments in the arts, culture and entertainment projects.
The $700,000 grant program represents the City’s dedication to jumpstart the actions outlined in the plan, in collaboration with community-based organizations and individual stakeholders.
According to staff, the grant aims to guarantee that plans translate into tangible action, while also fostering partnerships that attract further investment and drive positive change within the neighborhood and commercial corridor.
Funding for this grant program is from Measure U funds and managed by the City’s Neighborhood Development Action Team.

Investments in North Sacramento
This latest investment builds upon recent investments in North Sacramento including $1.1 million to support north Sacramento organizations, funding to reopen Iceland Ice Skating Rink on Del Paso Boulevard, and two rounds of a façade improvement grant program. Under Councilmember Thao’s direction, the City will open a third round of façade grants this month eligible to District 2 properties located along commercial corridors.
