City renews commitment to North 5th Navigation Center for people experiencing homelessness
Sacramento (Oct. 16, 2024) - The Sacramento City Council Tuesday unanimously approved continued funding for the operation of the North 5th Street Navigation Center, which offers year-round support to people experiencing homelessness.
The City Council approved a $1.5 million contract with The Gathering Inn, a nonprofit organization, to continue operating the North 5th Street Navigation Center for the next five months.
This contract is being paid through Homeless Housing, Assistance and Prevention Program (HHAP) funding from the State of California, specifically HHAP-3 and HHAP-4.
The City also plans to fund operations for an additional seven months using HHAP-5 funds. The California Department of Housing and Community Development has informed the City that HHAP-5 awards are expected later this month. Once the HHAP-5 funding is finalized, City staff plan to return to City Council to extend the agreement to one year.
“The North 5th Street Navigation Center is a key part of how we’re addressing homelessness in the city,” said Brian Pedro, director of the City’s Department of Community Response. “Shelters like this provide crucial support, helping people take steps toward permanent housing.”
The North 5th Navigation Center provides 24/7 shelter services for up to 163 adult men and women. Guests have access to meals and essential supportive services. On-site case management connects guests to stable income, public benefits, and community support services, helping individuals prepare for a transition to permanent housing.
Since Jan. 1, 2020, the North 5th Navigation Center has provided shelter and services to 1,574 individuals. During this period, 343 people have transitioned to positive outcomes, with 234 securing permanent housing.
With its navigation centers, motel program, and other offerings, the City operates approximately 1,350 emergency beds each night to support people experiencing homelessness.
Projects like the North 5th Street Navigation Center are a key contribution to the Regionally Coordinated Homelessness Action Plan (RCHAP), a county-wide initiative aimed at reducing homelessness, creating faster pathways to housing, ensuring equitable access to housing and services, and increasing transparency and accountability across the entire system.
Funding shelters such as the North 5th Navigation Center underscores the City’s commitment to advancing the goals of RCHAP and addressing homelessness in a coordinated and effective way.
